The Spring Valley Village is new construction of one apartment building and one duplex on two sites for supportive housing. The project will contain a total of 18 units, consisting of two-and three-bedroom units. Units will target those at or below 60% of the area median income. Nine (9) units will be at 30% and nine (9) at 60%. The project will provide a preference for those who need supportive housing services and the state will be provide the supportive service element.

Moline Housing Development Corporation (MHDC) will maintain a waiting list and will accept referrals from the State Referral Network (SRN), Department of Children and Family Services. IDOC will coordinate with service providers to assist with each population with their individual needs. Four units will be State Referral Network, 9 units will be Supportive Housing, and all 18 units will receive Rental Assistance from the Moline Housing Authority in a form Housing Choice Voucher.
